In Kazakhstan it is planned to introduce the new format of support to families is aimed at combating dependency, the promotion of economic activity of family members and increasing aid to really needy people.

The Minister of labour and social protection of population of Kazakhstan Birzhan Nurymbetov at a briefing in the Central communications Service under the President of the Republic told how to be social aid to the needy citizens from 1 January 2020. It is in these terms, the planned introduction of the bill prepared by the Ministry of labour and social protection of the population. Within a few weeks the document will arrive on consideration of deputies of the Parliament.

As told in a press-service of the Ministry of labour and social protection of the population with reference to the speech of the Minister, the targeted social assistance is an assistance exclusively to poor families in the form of cash payments and assistance in getting the family out of a difficult situation by sending for training, employment and support for starting their own business.

In 2019, the subsistence minimum is set at 29 698 tenge, and the threshold for appointment of targeted social assistance was increased from 50 to 70% of the subsistence minimum. Thus, the right to receive social assistance are families where per capita income below 20 789 tenge. Targeted social assistance is assigned as the difference between average family income and the poverty line. The children receive the full amount in the amount of 70% of the subsistence minimum (20 789 KZT).

In January-September 2019 targeted social assistance was assigned to 417 thousand families, which are home to 2.1 million people. The average amount of social assistance per person has increased 2.5 times — from KZT 6848 to 16 446 tenge. On average, seven out of 90 thousand tenge, maximum assigned to the month sum of 455 thousand tenge. Just on targeted social assistance in 2019 provided 206,2 billion tenge, which has already been paid 146,4 billion tenge.

According to the Minister, the payment of targeted social assistance in combination with the measures proposed employment has helped many families get out of difficult situations. However, there are many negative facts when people hide income and business to illegally obtain social aid.

“In all regions of Kazakhstan there are many examples of responsible and hardworking citizens, getting real help through targeted social assistance and in the framework of the state program “Enbek”, could not only improve the financial position of their families, but also to create own business, —

For example, many women, having short-term courses, having received credit and social assistance, opened beauty salons, men bought livestock, opened the workshops. But some citizens began to abuse the assistance provided by the state.

More than 73 thousand families hid their actual income, which has led to the illegal appointment of targeted social assistance. We were forced to stop or recalculate payments.

There are many cases of concealment of the facts of business. For example, in Almaty region a large family became a recipient of targeted social assistance since June 11, 2019. But the audit revealed that the family has a farm where was 852 head of cattle.”

The Minister recalled that these trends are not left without attention of the head of state, who, in his address to the nation instructed to adjust the mechanisms of payment of targeted social assistance. In this regard, the Ministry of labour and social protection of population of the Republic of Kazakhstan developed new approaches to providing social assistance, ensuring transparency, fairness and the motivation to work.

“The basic principle – the government will help those who are truly in need, primarily children and families! —

Able-bodied citizens must work. The state will help in employment or occupation small business. State assistance will include the support for large families, targeted social assistance to low-income families, guaranteed social package for children from low-income families.”

According to the Minister, support of large families will be provided through the introduction of state benefits from the funds of the Republican budget. This state benefit will be paid to all large families (having four and more minor children), regardless of their income. The size of the public benefits be differentiated depending on the number of children on average of 10-11 thousand tenge for each child, and will be four to seven times larger than the same benefits, the purpose of which was discontinued in 2018.

According to the Minister of labour and social protection of population, targeted social assistance will be paid to low-income families, including many children. The threshold criteria for appointment to 70% of the subsistence minimum remains. The subsistence level for 2020 is set at 31 183 tenge. The amount of targeted social assistance, as before, will be the difference between the average income and 70% of the subsistence minimum for each family member.

In order to prevent possible violations will be changed some of the procedures and conditions for receiving targeted social assistance. In particular, returns quarterly appointment and payment of targeted social assistance. The work of the precinct commissions will be strengthened. If applying for targeted social assistance family does not meet the requirements for appointment of targeted social assistance, the election Commission can be rejected.

For employment of employable members of families receiving targeted social assistance, will be used all the mechanisms of the state program of development of productive employment and massive enterprise “Enbek”. Citizens will be offered a job according to available vacancies, employment jobs, government-subsidized, subsidized microloans and grants to start a business. If able-bodied family member refuses offered work and measures to promote employment, the social assistance payments will cease, not only to him but to the entire family.

New mechanisms of targeted social assistance, particular attention will be paid to support children from low-income families from January 1, 2020 it is proposed to introduce a guaranteed social package. For preschool children will be provided with baby food, hygiene products, educational services. For school-age children are provided hot meals in schools, purchase school clothing and supplies, reimbursement of travel expenses and medical care.

Along with these measures of social support to poor families with children will be assisted in acquiring skills to conduct home business. For example, in all eight districts of Almaty non-governmental organizations have set up centres “Happy family”, where there are all conditions to occupy children while their mothers receive training.

Following the course, women will be given grants for purchase of necessary equipment. This experience, the Ministry of labour and social protection of population is planning to distribute in all regions.

In addition, the Ministry of labour and social protection of population of the Republic of Kazakhstan launched the project “Menin CBM”, in which, with the support of akimats at the expense of sponsors, mothers with children will be assisted in the organization of a small home business.

It should also be noted that the Ministry of labour and social protection of population of the Republic of Kazakhstan created social security cards of each family, which helps to determine and track their real status on the basis of data from automated information systems of state bodies. This information is used for the organization of social assistance and employment of members of families in difficult life situations.

Strengthening of support of needy families, on the one hand, and opposition to social dependency, on the other hand, will allow Kazakhstan to achieve strategic objectives of economic and social development, thereby bringing the level of welfare of citizens to the level of developed countries.
