Greeting the participants of the plenary session, the First President of Kazakhstan — Nursultan Abishevich Nazarbayev said that “Astana Club” has taken its unique niche in the international dialog platforms, becoming a credible and relevant forum.
— Growing internal transport connectivity of the Eurasian megacontinent unprecedented in human history, opportunities for joint development. You need an open and honest dialogue that will allow us to circumvent existing risks and uncover new prospects for cooperation in the “greater Eurasia”, — said Nursultan Nazarbayev.
Noting the trend of large-scale resumption of conflict and geopolitical struggles around the world, the First President of Kazakhstan told about his vision of the key risks that negatively affect the geopolitical situation in Eurasia.
— We are concerned about the situation in the global economy, which increasingly is showing signs of an impending crisis. On the background of growth of the trade of the contradictions and geopolitical instability in the world, global institutions give a unfavorable forecasts. Slowing global growth has a negative impact on world trade. “All of these factors undermine global stability,” the President said.
In addition, Nursultan Nazarbayev addressed the issue of sanctions and trade wars between world powers.
— The confrontation between the major powers is automatically transferred to the many hotspots of Eurasia, complicating the already difficult process of peaceful settlement of crises in Syria and Ukraine. “And Brickset has become a key antiintegration recent”, — said the First President of Kazakhstan.
The President also stressed the threats associated with the uncontrolled process of militarization in the whole of Eurasia and by the shift of the confrontation of the leading States of the world in the field of technology.
— The increasing tension between the US and China has led to the disruption of global production chains, destabilizing the world market of high technologies. Gaining momentum the development of artificial intelligence, which poses as a huge opportunity, and huge challenges, — said Nursultan Nazarbayev.
In addition, the First President of Kazakhstan is especially focused on the situation in the middle East, which in turn plays an important role in ensuring global energy security.
New rules of the game in greater Eurasia
With the aim of restarting security in Eurasia and the development of a qualitatively new vision, the President proposed a number of practical measures aimed at defining new rules of the game in greater Eurasia.
— It is necessary to critically rethink basic approaches to the formation of a continent-wide security architecture. In 2020 will be 10 years since the adoption of the Astana commemorative Declaration, which underscored the importance of building a community of Euro-Atlantic and Eurasian security. “These issues can effectively be resolved by combining the potential of the conference on interaction and confidence building measures in Asia and the Organization for security and cooperation in Europe”, —said Nursultan Nazarbayev.
The first President of Kazakhstan also initiated the creation of the Global Alliance of leaders for a nuclear-free world, which should become the authoritative global platform to advance the agenda of nuclear disarmament and non-proliferation.
— We are not just talking about the need to stop erosion of existing agreements on nuclear disarmament. On the eve of the review conference of the Treaty on the nonproliferation of nuclear weapons next year we should think about the necessity of the universalization of the main provisions of this document. I believe that it is necessary to toughen measures of international liability for withdrawal from the Treaty, backed by their relevant resolutions at the level of the UN security Council, the President said.
However, Nursultan Nazarbayev spoke about the need for effective security assurances to North Korea by all members of the UN security Council and the formation of a catalogue of measures of trust between Pyongyang and Seoul, aimed at stabilizing the situation on the Korean Peninsula.
— I see the future of Eurasia as a community, support for which must be systemic economic dialogue between the key integration associations of the continent. Pragmatic cooperation between the Eurasian economic Union, the European Union, the SCO, ASEAN and the initiative of the “Belt and Road” will give a powerful impetus to the formation of “greater Eurasia”, stabilizing the political space of the largest continent of the world. I think it is absolutely unacceptable that to this day has not built a full-fledged dialogue between the EU and the Eurasian economic Union, — said the First President of Kazakhstan.
To think “Eurasian categories”
Nursultan Nazarbayev noted that as the Honorary President of the Supreme Eurasian economic Council is ready to fully support the implementation process of dialogue partnership EC-EAEC.
In today’s conditions, all the countries of the continent should not be confined within the narrow regionalism and bloc thinking, and to think broader “Eurasian categories.” Only then can we realize the enormous potential of the Eurasian “supercontinent”. I am pleased to note that our Club is today the ideological platform of the new geopolitical construct called the “Big Eurasia”, the President said.
In conclusion, the First President of Kazakhstan expressed confidence that the existing level of mutual benefit will enable you to overcome all difficulties and to ensure a prosperous development of Eurasia.
11-12 November at the “Nazarbayev Center” held the fifth meeting of “Astana Club” — an authoritative international discussion platform in the format of the political forum, bringing together leading international experts, politicians and diplomats.
The Club was organized by the Foundation of the First President of the Republic of Kazakhstan – Elbasy and the Institute of world Economics and politics.
